Resettlement Action Plan (RAP) & Rehabilitation and Resettlement (R&R)

SR Asia supports organizations in designing, implementing, and monitoring Resettlement Action Plans (RAP) and R&R frameworksthat align with national and international standards such as the RFCTLARR Act, World Bank ESS5, IFC PS5, and ADB SPS.

We help ensure that displacement and livelihood restoration programs are socially responsible, compliant, and evidence-based—helping projects secure social licence and minimize risks.

What are RAP and R&R in India?

RAP (Resettlement Action Plan): an operational document identifying affected populations, entitlements, and livelihood restoration measures. Required by lenders like the World Bank ESS5, IFC PS5, and ADB SPS, it ensures compensation at replacement cost, restoration of livelihoods, and a functioning grievance mechanism.

R&R (Rehabilitation & Resettlement): under the RFCTLARR Act, 2013, provides statutory compensation and minimum R&R benefits such as housing, annuities, employment options, and shifting assistance per the Second and Third Schedules.
