Criteria for Impact Assessment & Evaluation

“Evaluation is not the end of a project, but the beginning of learning and lasting change.”

Social Impact Assessment (SIA) & Impact Assessment (IA)

SR Asia conducts comprehensive Social Impact Assessment (SIA) and Impact Assessment (IA) studies to evaluate community development, CSR effectiveness, and sustainability initiatives.

These assessments are crucial tools for understanding both the quantitative outcomes and qualitative changes driven by corporate, government, or donor-led interventions — ensuring decisions are informed by evidence, inclusivity, and accountability.

Through a blend of participatory methods, data analytics, and stakeholder engagement, SR Asia ensures every study aligns with global development frameworks such as the UN SDGs, ESG principles, and OECD-DAC evaluation criteria.

Need Assessment Framework

Need Assessment Survey (NAS)

A comprehensive framework for identifying and prioritizing community development needs

1.0 Background of Need Assessment Survey

As a responsible corporate entity with thrust on Community Development, an organisation focuses on implementing various Community Development programmes in the affected / neighbouring villages. To accomplish this mission, it is imperative to carry out Need Assessment Survey (NAS) to identify social, economic and cultural needs of the villages, societies that can facilitate in formulating a comprehensive long-term development programmes.

It's a way of assessing of what the group or community members see as their most important needs for improving community life. The results of the survey then guide future actions. Generally, the needs that are rated most important are the one that get addressed on priority.

Needs could be of three kinds:

Felt Needs

Immediate requirements in day-to-day life. Unfulfillment of these needs restricts people's capacity to realize their full potential.

Perceived Needs

Needs perceived by outsiders, often not real or critical. Programmes based on them often fail to mobilize people or achieve sustainability.

Forced (Put on) Needs

Needs influenced by local leaders for their own benefit rather than community good. Deliberately designed by the creamy layer for personal gain.

Key Principle: The NAS must make clear-cut distinctions between different kinds of needs and prioritize felt needs based on criticality.

2.0 NAS Helps to Understand the Following Aspects of Community

Primary Objectives

To learn more about what group or community needs are, to get a more honest and objective description of needs than people might tell publicly, to become aware of possible needs that can never be seen or perceived as non-existent, to document needs as received in many applications, to make sure any activities undertaken are inline with the needs that are expressed by the community.

Secondary Reasons

Community Support

To get more group and community support for the actions that will be undertaken.

Community Participation

To get "Community Participation" and more people involved in the subsequent action itself.

Further, the NAS critically analyses the gaps between needs and available resources in terms of government/local bodies, an organisation's erstwhile/existing interventions to avoid wastage of resources because of duplicity.
